As I understand this series is SF, not a fantasy. SFnal explanation for dragons flying is not good enough. "Floating sack" of the dragon has small lifting power, the density of the gas inside notwithstanding, even if it's a pure vacuum. To lift the dragon the sack should have the size of the zeppelin, and the dragon still have inertial mass. Antigravity would be a better explanation, and the same effect could account for the dragon maneurability.
